About Stichting Reprorecht 
The Copyright Act [Auteurswet] allows organisations to make photocopies of copyright protected works, provided that a fee is paid to the rightsholders. In 1985 the Reprographic Rights Regulation [Reprorechtregeling] was introduced, which determined the fees for government institutions, libraries and schools. In 2003 this Regulation was amended to also include Dutch businesses.

In 1974 authors and publishers founded Stichting Reprorecht. In 1985 the Minister of Justice appointed Stichting Reprorecht as the organisation responsible for collecting and distributing the copyright fees.

The Reprographic Rights Regulation for businesses [Regeling Reprorecht Bedrijfsleven]
Stichting Reprorecht has reached an agreement with VNO-NCW [Confederation of Dutch Industry and Employers] and MKB Nederland [Dutch SME Association] to bill Dutch businesses. All parties agree that the copyright holders should receive a fair compensation for photocopies of their work as required by law. At the same time, every effort is made to keep the administrative costs to the business sector to a minimum. A system has, therefore, been chosen based on fixed fees per annum.

A fee schedule has been developed, differentiating between small and large businesses and taking into account the various branches of industry. If the fixed fees appear to be unreasonable in relationship to the actual amount of photocopying done by a business, both Stichting Reprorecht and the business can ask for an individual payment plan. 

The fixed fees are based on the results of a survey done by Veldkamp Research. The results have been published in the report ‘Copying at Work'. Download the summary here.
